Marcos Augusto Perez

Career

Associate Professor in the Department of Public Law (Direito do Estado) at the University of São Paulo’s Law School (FDUSP), Marcos is a Member of the Congregation and the Graduate Studies Commission at FDUSP, as well as a Member of USP’s Faculty Evaluation Commission (CAD). He holds Chair No. 63 (Geraldo Ataliba) at the São Paulo Academy of Law (Academia Paulista de Direito).

Formerly, he served as President of the Special Infrastructure Commission of the São Paulo Chapter of the Brazilian Bar Association (Ordem dos Advogados do Brasil - OAB/SP) and previously held the position of Deputy Head of the Public Law Department at FDUSP. Perez is also a senior researcher with the Administrative Law and Society Group and coordinates the research project Laboratório de Governo (LabGov) focusing on topics such as Administrative Transparency and Public Communication, Infrastructure Administrative Law, Regulation of Social Media, and the Impact of New Information and Communication Technologies on Public Law, including Public Transportation Services Regulation.

As a founding partner at Manesco, Ramires, Perez, Azevedo Marques – Sociedade de Advogados, Perez actively contributes to various editorial boards, including the Journal of the Graduate School of the Federal Prosecution Service (Revista da Escola Superior do Ministério Público da União), the Cadernos de Dereito Actual of the University of Santiago de Compostela, the Magister Journal of Administrative Law, the Journal of Administrative Law and Infrastructure (Revista de Direito Administrativo e Infraestrutura), the Journal of Administrative Law and Public Management (Revista de Direito Administrativo e Gestão Pública), the Journal of the National Prosecution Council (Revista do Conselho Nacional do Ministério Público), and Polifonia – Revista Internacional da Academia Paulista de Direito.

Academic Areas of Expertise: His work focuses on public participation in administration, democratic governance, transparency, and administrative communication. His research also covers state involvement in economic domains, particularly infrastructure, public-private partnerships, and administrative contracts, with an emphasis on concession contracts. Additional areas of expertise include the impact of new information and communication technologies on public law, particularly regarding data protection, and administrative oversight, specifically in the context of discretionary control and administrative processes.
