Marcia Hook is an Energy Regulatory and Markets partner in the Washington, DC office. Marcia advises clients on regulatory and transactional matters across the energy sector, including electric, natural gas, liquefied natural gas (LNG), and hydrogen. She helps clients draft commercial agreements and navigate M&A, financing, and capital markets deals. She also represents clients before the Federal Energy Regulatory Commission (FERC) and Department of Energy (DOE) and advises on compliance with their rules and regulations.
Drawing on a deep understanding of the laws, regulations, and market rules governing the energy sector, Marcia excels at translating regulatory jargon into practical, actionable advice. She regularly advises clients on the market rules administered by the Independent System Operators (ISOs) and Regional Transmission Organizations (RTOs), including Electric Reliability Council of Texas, Inc. (ERCOT), Midcontinent Independent System Operator, Inc. (MISO), PJM Interconnection, L.L.C. (PJM), and New York Independent System Operator, Inc. (NYISO). Marcia also has experience advising clients on incentives available to support the development and commercialization of energy projects, including those arising under the Inflation Reduction Act (IRA), California’s Low Carbon Fuel Standard (LCFS), and the federal Renewable Fuel Standard (RFS).
