Career
Luis Miguel Yrivarren is a lawyer with over 24 years’ experience in PPPs, project finance, infrastructure and government relations. He has acted on transactions exceeding US$25 billion in transport, energy, healthcare, social housing and banking.
He served in senior in-house roles at the Ministry of Economy and Finance, the Ministry of Transport and Communications, ProInversión and Fondo Mivivienda, and advises governments, multilaterals, investment funds and corporations. His practice includes concession contracts, structured finance, regulatory reform and expert witness work in arbitration and criminal proceedings involving infrastructure concessions.
He has worked on projects such as the expert report in the criminal investigation of the IIRSA Norte and Sur concessions; the CIADI arbitration collection against the Ministry of Economy and Finance; the restructuring and relaunch of problematic transport concessions in Lima; and the Master Trust for the Metropolitan Transport Authority (ATU). His experience also includes the implementation plan for the single collection system of the Metropolitano, the design of decision-making criteria for the government-to-government Line 4 Metro contract, and the cable car project in Lima Norte supported by the World Bank.
In the financial and social sectors, he has advised on pension fund regulation and collection of retained contributions, expert reports in arbitration on power generation concessions, and the analysis of the pension withdrawal law’s impact and strategy.
