Luis has extensive experience in the implementation and structuring of projects in the Amazon Region, advising clients on the definition of regulatory and operational frameworks for project execution and providing close support in licensing procedures before the relevant authorities.
With specialized knowledge of local regulatory frameworks and administrative infrastructure—environmental, land, and mining—he acts as an institutional liaison between companies and public authorities.
He also has a strong track record in managing environmental, land, and mining disputes, both in administrative and judicial spheres.
In addition to his legal practice, he is a Professor in the Doctoral and Master’s Law Programs and an undergraduate Law Professor. He also coordinates the Graduate Program in Agro-Environmental Law at Centro Universitário do Pará (CESUPA).

Com conhecimento especializado dos marcos regulatórios locais e da infraestrutura administrativa — ambiental, fundiária e minerária —, atua como elo institucional entre empresas e autoridades públicas.
Ele também possui sólida experiência na gestão de disputas ambientais, fundiárias e minerárias, tanto na esfera administrativa quanto judicial.
Além da advocacia, é professor nos Programas de Doutorado e Mestrado em Direito e professor da graduação em Direito. Também coordena o Programa de Pós-Graduação em Direito Agroambiental do Centro Universitário do Pará (CESUPA).
