He served as Telecom Commissioner during the 2004-2012 period. He seats in many board of directors and committees in industries as diverse as banking, securities, insurance, food, construction, and tourism.

A part-time academic, he teaches courses in Business Planning, Tax, and Contracts and is currently the Director of Instituto OMG's Masters Program in Legal Strategy. In 2005 he founded the OMG Center for Legal Research, dedicated to promoting the formulation of strategy and sound public policy for the Dominican Republic through research and teaching.
