Keneilwe Patricia Mere is a Partner at Moribame Matthews and a Botswana-qualified attorney with extensive experience in commercial litigation, transactional advisory work, and regulatory compliance. She began her legal career at Collins Newman & Company, where she practiced from 2001 to 2007, before co-founding Moribame Matthews in 2007.

A significant part of Keneilwe’s professional strength lies in due diligence. She has led numerous legal due diligence exercises, demonstrating meticulous attention to detail in the review of both physical and electronic data rooms, conducting further investigations, performing searches, analysing risk, and providing comprehensive legal assessments to clients.

Keneilwe’s advisory portfolio spans financial services, competition law, and corporate governance. She has provided strategic legal support to Botswana Insurance Fund Management (BIFM) on matters relating to its investments in a retail group and its subsidiaries. Her regulatory and compliance experience is extensive—she has advised the Non Bank Financial Institutions Regulatory Authority (NBFIRA) on various draft legal instruments. She regularly advises clients on compliance with sector-specific legislation, regulatory approvals, and governance obligations.

In addition, Keneilwe has represented clients before the Competition Authority in merger notifications and acquisition matters, bringing a firm understanding of competition regulation and its practical application in corporate transactions.

In 2005, Keneilwe was seconded to the London office of Denton Wilde Sapte (as it was then known), where she worked within the Energy Division. During this period, she was part of a legal team advising on natural gas pipeline project. Her exposure strengthened her capabilities in negotiating and reviewing transactional documents, advising on complex infrastructure projects, drafting commercial terms, and identifying key legal risks for cross border transactions.

Moribame Matthews, the firm she co founded with Kgaotsang Matthews, is a member of the Andersen Global Network, providing the firm and its clients with access to worldwide expertise across all legal and tax disciplines.

Notable Work: Local project Advisor to Botswana Power Corporation for its 120 MW Renewable Energy Selebi-Phikwe Solar Photovoltaic Power Project with Scatec. Advised on both Phase 1 and Phase 2, 2023 and 2024 – 2025.

Local Project advisor to BPC on 100MW Jwaneng Solar Photovoltaic Power Project 2025.

Lead attorney on the enforcement litigation for NBFIRA against a Collective Investment Undertaking Bluthorn Group of Companies. Successfully handled urgent Interdict and Restraint proceedings for Temporary Closure of the business and freezing of bank Accounts, Application for Statutory Management Liquidation and ancillary application at the Court of Appeal.
