Keith acts for statutory undertakers, developers and public authorities in the consenting of major infrastructure projects. Keith’s experience encompasses a range of statutory regimes, including town and country planning, compulsory purchase and roads orders. Keith acts in complex contentious and non-contentious matters and advises on applications, appeals, public inquiries and legal challenges.
Keith is recognised as to Watch in Chambers and a Rising Star in the Legal 500.
Work Highlights
Advising The City of Edinburgh Council in relation to exercise of powers under the Edinburgh Tram Acts, including compulsory acquisition powers and building fixings agreements.
Drafting byelaws for Edinburgh Tram, Highlands and Islands Airports Limited and Scottish Water.
Advising Scottish Government agencies and local authorities including Transport Scotland, City of Edinburgh Council, Renfrewshire Council, West Lothian Council and Highland Council on compulsory purchase orders for road and active travel projects. Experience includes the drafting of Orders and supporting documentation, objection management and public inquiries and hearings.
Advising statutory undertakers including SSE Generation, SPEN, Greenlink and Greenvolt on compulsory purchase orders for electricity transmission, distribution and interconnector infrastructure.
Advising on public local inquiries in relation to electricity projects, housing, minerals and other developments. Clients include Transport Scotland, SSE Generation, Community Windpower, Energiekontor and Stirling Council.
Acting in judicial reviews and statutory appeals for clients including Transport Scotland, Community Windpower, Scottish Salmon Company, Wind2 and Renfrewshire Council.
Advising on the onshore and offshore consenting for offshore wind farms and electricity interconnectors, including advice on Electricity Act consent, onshore planning, compulsory purchase and environmental impact assessment. Projects include the Beatrice and Greenvolt Offshore Wind Projects and the Greenlink Interconnector between Wales and Ireland.
Advising on the consenting of major infrastructure schemes such as the Grangemouth Flood Protection Scheme and the St James Quarter redevelopment.
