Katherine Rosa is a partner of Jiménez Peña, who specializes in project finance and development, particularly in the energy and infrastructure sector. She is equally comfortable acting for energy majors and project companies as she is representing international investment and multilateral banks in their capacity as lenders. She has been extremely active in the renewable energy space in recent years with experienced in project finance and development, as well as the acquisition of majority and minority stakes in project companies. Mrs. Rosa has in-depth knowledge of regulated industries, and concession agreements, as well as financial instruments including loans and securities as well as banking and economic regulation.
Katherine has been a speaker for energy matters in international events like Renpower Caribbean 2019, Renpower Caribbean Investors 2021, Energyear Caribbean 2022, Future Energy Summit 2023, 2025 and Mercado Energy Summit 2023, 2024.
Before joining JP, Katherine Rosa Rodríguez worked since 1996 in the local banking sector, working in different managerial positions in the legal area of Banco Dominicano del Progreso, SA From 2002 until 2006 she held the position of vice president deputy of legal affairs of said bank. From the different positions held, she worked with local financing and project financing, including the structuring of syndicated loans with financial entities and local and international multilateral organizations. She participated in the merger processes of three banks, the acquisition and merger processes of two insurance companies, as well as the acquisition and purchase of shares of different telecommunications companies.
Career
Katherine holds a law degree Cum Laude from Universidad Autónoma de Santo Domingo (UASD) LLB, where she also completed a master’s degree in Civil Law. In addition, she holds a master’s degree in International Business Law from University of Barcelona.

Katherine is part of the Board of Directors of the Asociación para el Fomento de las Energías Renovables (Asofer), serving as Second Treasurer for the 2024–2026 term.
Work Highlights
- Advised DEG in connection with a long-term senior loan provided to a financial institution in the Dominican Republic, for the implementation of a credit program for privately owned small and medium-sized companies in the Dominican Republic.
- Advised CIFI Latam, S.A. in the legal due diligence, structuring, and disbursement of a long-term senior project finance of up to USD15MM, provided to RDTD I, LLC, sponsored by Innovattel, LLC, guaranteed by the management trust “Fideicomiso Torres Dominicanas”, for the procurement, construction, and operation of 215 “build to suit” telecommunication towers to be located in the Dominican Republic and to be rented to three Claro, Altice, and Viva, the three principal telecommunications companies in the country.
- Advised V Energy (a TOTAL’s subsidiary) in the purchase of 70% of equity participation in Platergas (local natural gas company) to implement a new line of business in the country.
- Advised Citibank, N. A. International Banking Facility in connection with the legal due diligence, structuring and disbursement of a secured credit facility to IC Power DR Operations, S.A.S., in the aggregate amount of USD73.5MM, for the construction, operation and maintenance of Agua Clara, a 50 MW wind farm in the Dominican Republic.
- Advised Citibank, N. A. International Banking Facility, Citibank, N. A., and Popular Bank Ltd. Inc. in connection with the legal due diligence, structuring and disbursement of a secured syndicated credit facility to one of the subsidiaries of a multinational business conglomerate, in the aggregate amount of up to USD100MM, together with a currency derivative to hedge 60% of the facility’s interest payments.
- Advised Citibank, N.A. in connection with the legal due diligence, structuring, and disbursement of a senior secured loan for an amount of US$125,000,000.00, provided to one of the largest infrastructure construction companies in the Dominican Republic, with the purpose of refinancing existing debt.
- Advised the Inter-American Development Bank (IDB) in connection with the legal due diligence, structuring, and disbursement of an unsecured loan of up to DOP450MM to a multiple services bank in the Dominican Republic, for the launch of a program directed at providing accessible housing improvement credits to the most vulnerable sectors of society.
- Advised DEG in connection with a long-term senior loan provided to a subsidiary in the Dominican Republic of a food processing cooperative, for the construction of a dairy and beverages production and packaging plant in the Dominican Republic.
