Legal Counsel of the Ministry of Housing and Urban-Rural Development of the People’s Republic of China, Expert of the Expert Committee for the Transformation and Upgrading of the Construction Industry under MOHURD, and Expert of the National Development and Reform Commission and the Ministry of Finance. She also serves as Vice President of the Legal Service and Dispute Mediation Committee of China Construction Industry Association, Secretary-General of the Legal Professional Service Committee of China Tendering and Bidding Association, and Expert of China Engineering Cost Association, among other positions.

Since 2005, Ms. Tan Jinghui has acted as an arbitrator for numerous major domestic arbitration institutions, including the China International Economic and Trade Arbitration Commission (CIETAC), Beijing Arbitration Commission / Beijing International Arbitration Center (BAC/BIAC), Shanghai Arbitration Commission, Guangzhou Arbitration Commission, Shenzhen Court of International Arbitration, Wuhan Arbitration Commission, Changsha Arbitration Commission and Harbin Arbitration Commission. Over the years, she has heard hundreds of disputes arising from construction engineering projects, presided over a great number of construction cases involving huge claim amounts, with the aggregate disputed value of all handled cases reaching hundreds of billions of RMB.

Ms. Tan Jinghui has over 30 years of practice in construction engineering law. She previously held the position of General Counsel of a central state-owned enterprise. Boasting more than three decades of hands-on experience in real estate development, investment, financing, M&A, and dispute resolution for mega-scale infrastructure projects, she is proficient in providing full-cycle legal services covering project initiation, assessment, bidding and tendering, investment and financing, mergers and acquisitions, construction, operation and buyback, as well as in-depth consulting on relevant contracts and industrial regulatory provisions.

国家住房和城乡建设部法律顾问，住建部建筑产业转型升级专家委员会专家，国家发展改革委和财政部专家，担任中国建筑业协会法律服务与纠纷调解工作委员会副会长、中国招标投标协会法律专业服务委员会秘书长，以及中国建设工程造价协会专家等。

自2005年开始长期担任中国国际经济贸易仲裁委员会、北京仲裁委员会/北京国际仲裁院、上海仲裁委、广州仲裁委、深圳国际仲裁院、武汉仲裁委、长沙仲裁委、哈尔滨仲裁委等国内众多大型仲裁机构仲裁员，多年来审理了几百件建设工程领域纠纷案件，负责审理众多巨额标的建设工程案件争议解决案件，累计处理案件涉案金额达数百亿元。

谭敬慧女士从事工程法律30多年，曾经担任中央企业总法律顾问，具有30多年地产开发、投融资并购、超大型基础设施工程项目的纠纷实践经验，熟悉并操作全流程项目法律服务，包括各类项目的立项、评估、招标投标、投资融资、并购、工程建设、运营和回购等方面，并提供相关合约和行业法规深度咨询等。
