Since 2005, he has served as an arbitrator for CIETAC, Beijing Arbitration Commission and many other major domestic arbitration institutions, adjudicating hundreds of construction disputes with an aggregate amount in dispute of tens of billions of RMB. With over 30 years of legal practice in the construction sector and former experience as General Counsel of a central SOE, he has more than 20 years of hands-on experience providing full-cycle legal services for hundreds of mega infrastructure and construction projects, focusing on construction, bidding & tendering, investment and financing.

自2005年起长期担任中国国际经济贸易仲裁委员会、北京仲裁委员会等国内众多大型仲裁机构仲裁员，审理建设工程领域纠纷案件数百件，累计涉案金额达数百亿元。

从事工程法律服务30余年，曾任中央企业总法律顾问，具有20多年几百个超大型基础设施与工程建设项目全流程法律服务实践经验，深耕工程建设、招标投标、投融资等领域。

Author of books including Construction Law: Difficult Issues and Practical Matters and Principles and Knotty Legal Issues of PPP Contracts. As a core drafter, he participated in drafting national ministerial regulations and standard forms such as the Construction Law, Regulations for the Implementation of the Tendering and Bidding Law, Measures for the Administration of Construction Engineering General Contracting, and Model Text of Construction Project Contracts.

出版《建设工程疑难问题与法律实务》《PPP合同原理与疑难法律问题》等多部著作；作为核心起草人参与《建筑法》《招标投标法实施条例》《建设工程工程总承包管理办法》《建设工程施工合同（示范文本）》等多部国家部委法规文件及标准文本起草。
