James A. Muscato II

Jim Muscato is at the forefront of New York energy issues including siting and development strategies for energy projects, with experience developing wind, solar and electric transmission projects, as well as emerging technologies, such as energy storage systems and distributed generation technologies and leads the Firm’s Renewable Energy Practice Area. Over the last two decades, Jim has permitted over 3 GWs of renewable energy generation in New York, including projects through local zoning and SEQRA, certificates under the State siting process in Article 10 and the new State Siting Process in Article VIII/94-c and continues to assist the development of Projects through state and local regulatory processes. In addition to Project permitting and development, Jim has been involved in the policy making aspects of New York’s ambitious climate law and the large scale renewable energy contributions to New York’s 70% by 2030 goal. Jim is routinely involved in legislative and state policy regarding renewable energy projects. Jim is also a Capital Region Board Member for the New York League of Conservation Voters and actively involved with the New York State Bar Association’s Environmental and Energy Law section and the Committee on Utility Siting.
