Homero Moreno Riera

Homero Alberto Moreno Riera specialises in corporate law and the energy sector, with a particular focus on corporate governance, international structuring, and regulatory strategy. As a partner at SLV Consultores, he advises foreign corporations, investment groups, banks, and financial institutions on cross-border reorganisations, mergers and acquisitions, joint ventures, shareholder agreements, and corporate governance frameworks. His practice is particularly prominent in energy and infrastructure, where he counsels clients on transactional mandates, contractual frameworks, and risk assessment for oil & gas and electricity projects across Latin America, the US, Canada, and Europe.

Serving as Corporate Legal Manager for Grupo Inelectra and Inepetrol, Homero leads the negotiation of complex EPC contracts, master services agreements (MSAs), and supply chain frameworks for major energy initiatives both in Venezuela and internationally. He also counsels clients on mixed-company (empresas mixtas) structures and state contracting, providing strategic guidance on public-private partnerships, regulatory compliance, and high-level negotiations with government entities, backed by direct operational capabilities across key jurisdictions including the US, Canada, and Europe.

Homero brings specialized expertise in competition law and technical regulations, having previously served as Director at SENCAMER and as a specialist at Venezuela's Pro-Competition Superintendence. He earned his law degree from Universidad Católica Andrés Bello (UCAB), holds an MBA from CEREM International Business School (Madrid) and a Master’s in High Management from the University of Genoa, and is a Certified Public Interpreter (English). He is also a professor of Public Economic Law and Public Service Systems at Universidad Monteávila.
