Fernando Escudero advises clients across Brazil on matters involving Urban Law, Real Estate Development, and Land Use Regulation, representing a diverse portfolio that includes shopping centers, sports clubs, real estate funds, investors, office and retail complexes, and high-end residential developments.
He has deep experience in urban planning compliance and strategic licensing, including building regularization, adaptive reuse, and heritage preservation. His work frequently involves advices and negotiation of legal strategies for large-scale construction and redevelopment projects, balancing regulatory frameworks with business objectives.
While based in São Paulo, Fernando’s practice extends throughout Brazil, providing comprehensive counsel on the complex interaction between municipal, state, and federal urban legislation.
Since co-founding our firm with Marco Ziebarth, Fernando has acted as a legal consultant to public and private entities in discussions and hearings on major urban policy reforms, including São Paulo’s Master Plan (Plano Diretor), Zoning Law (Lei de Zoneamento), and Urban Operations (Operações Urbanas) such as Faria Lima, Água Espraiada, and Centro.
Fernando earned his Law degree from Pontifícia Universidade Católica de São Paulo (PUC-SP), where he also completed a postgraduate program in Environmental Law and a Master’s degree in Urban Law and Urban Planning. He additionally holds a specialization in Tax Law from Instituto Brasileiro de Estudos Tributários (IBET).
