Career

Favio Montenegro began his career at Rodrigo, Elías & Medrano Abogados in 2015 and joined MOAR Abogados in 2018, where he became an equity partner in 2024 and co-led the Public Law practice until founding Stámina in 2026. Alongside his practice, he has taught administrative and regulatory law since 2017 at the Pontificia Universidad Católica del Perú (PUCP) and the University of Lima, and lectures in the inaugural Master's in Administrative Law at Universidad Científica del Sur.

Experience

Favio Montenegro is the Founding Partner of Stámina, a Peruvian boutique firm focused on public, administrative and regulatory law, which he launched in 2026 after serving as partner and co-leading the Public Law practice at MOAR Abogados. He advises companies and investors in their dealings with the State, from securing and maintaining licences, permits and concessions to representing them in inspections and sanctioning proceedings before authorities such as INDECOPI, OSITRAN, SENACE, OEFA, regional governments and municipalities, as well as in judicial review before the courts. His practice also covers the elimination of bureaucratic barriers, environmental permitting, public procurement, consumer protection, and the drafting and review of regulations.

His recent work includes representing major road concessionaires in judicial challenges to penalties imposed by OSITRAN, advising on environmental certification strategies before SENACE, and challenging bureaucratic barriers imposed by a range of national and local authorities before INDECOPI. He also regularly defends companies in sanctioning proceedings before OEFA, the Ministry of Production (PRODUCE) and municipalities, including real estate companies facing fines and demolition orders. In addition, he assists clients in securing a wide range of permits and complying with the obligations attached to them, advises on land acquisition and development, and acts as regulatory counsel to one of Peru's major private education groups on matters across its campuses.

He has taught administrative and regulatory law since 2017 at the Pontificia Universidad Católica del Perú (PUCP) and the University of Lima, and lectures in the inaugural Master's in Administrative Law at Universidad Científica del Sur. His research, published in specialized journals and books, focuses on bureaucratic barriers, voluntary remediation as an exemption from administrative liability, and dark patterns and artificial intelligence in public administration.
