Legal Adviser to the Spanish Government (on leave) since 1984, Ernesto has worked in the sectors of Industry and Energy, Agriculture, Fisheries and Food, Health and Consumption, Education, Sport and Culture, amongst others.

Academic Member of the Royal Academy of Jurisprudence and Legislation, as well as the Madrid Bar Association since 1983.

Awarded the Alfonso X El Sabio Order of Merit.

Author of 11 monographic studies on Administrative and European Law, as well as approximately 70 papers published on legal issues.
