Eleanor has over 20 years’ experience advising on major transport projects of unusual complexity and/or national importance including public private partnerships (PFI and NPD), public service concessions and strategic outsourcing projects.
She has a particular specialism in shipping / maritime matters.
Eleanor is an accredited specialist in procurement law. She has advised the Scottish public sector on some of the biggest and most high-profile roads, rail and maritime projects to come to the market in recent years including the procurement of the MV Loch Seaforth, the M8 M73 M74 Motorway Improvements, the Glasgow Subway Upgrade and the AWPR DBFO.

Transport Scotland / Scottish Ministers on the PPP/NPD procurements of the M8 M73 M74 Motorway Improvements, AWPR and the M80 Stepps to Haggs DBFO.
Northern Lighthouse Board (NLB) on the procurement of a new-build vessel to replace the NLV Pole Star.
Caledonian Maritime Assets Limited (CMAL) on the procurement of the MV Loch Seaforth (including ship building contract, operating lease, charterparties and subsequent purchase).
Strathclyde Partnership for Transport (SPT) on the Glasgow Subway Modernisation Project.
Sevan Marine ASA on multiple charterparties, services agreements, IP licences and Duty Holder contracts for their patented circular FPSOs.
Highlands & Islands Airports Limited (HIAL) on the procurement, construction contract and lease of two Twin Otters for the lifeline public service obligation run between Glasgow and the Western Isles.
Britoil plc on a refreshed charter and purchase option of the FPSO “Petrojarl Foinaven”, the first FPSO to be stationed in the harsh West of Shetland environment.
Major utility on a range of transportation and shipping contracts, harbour access agreements with various UK ports, stevedoring and storage / warehousing services.
