Career

Eduardo is a lawyer who graduated in 2001 from the Faculty of Law at Universidade Candido Mendes. Since 2003, he is a founding partner of Negreiro, Moreira & Kiralyhegy (NMK) Advogados, specializing in Public Law, including Tax, Customs, Regulatory, and Administrative matters, both in litigation and advisory capacities. Eduardo has served on the Fiscal Councils of publicly traded companies and was an ICMS Inspector for the External Control Tax Internal Affairs Bureau of the State of Rio de Janeiro Finance Department from 2013 to 2020. He is a speaker at numerous events focusing on Tax and Customs Law and contributes his expertise as a lecturer in university courses.

Eduardo's practice primarily serves sectors such as navigation, shipbuilding, transport and logistics, industrial and general services.

His portfolio of key clients includes prestigious organizations such as ABEAM/Syndarma, ABAC, the PetroRio group, Comite Olimpico Brasileiro (COB), the Edson Chouest group, the Mills group, Infotec, the Priner Group, the CBO Group, the Wilson Sons group, the TechnipFMC group, Norsul and Porto do Açu.

In terms of professional memberships, Eduardo holds several esteemed positions. He is the vice-president of the Customs Law Commission of the OAB/RJ (CDAD/RJ); a member of the Special Committee on Tax Affairs of the OAB/RJ (CEAT/RJ); a member of the Brazilian Association of Tax Law (ABDF); a member of the Brazilian Tax Law Academy (ABDT); and a member of the International Fiscal Association (IFA). He is also a founding member of the Institute for Research in Customs Law (IPDA), showcasing his dedication and leadership in the field of Customs Law.
