Dulmer Malca is Director of the Real Estate practice at EVV Abogados, where he advises domestic and international clients on complex real estate transactions, development projects and regulatory-intensive matters. His work includes high-value land acquisitions, development structuring, urban planning, title regularisation, distressed projects and real estate-backed financing. He previously worked at the Metropolitan Municipality of Lima’s Urban Development Office, giving him practical insight into municipal and urban planning procedures.

Dulmer holds a Master’s degree in Business Law from Pontificia Universidad Católica del Perú (PUCP), where he also serves as Adjunct Lecturer in Corporations Law. He has specialised training in Dispute Boards and construction-related dispute resolution.

Complex residential development restructuring

Advised on the restructuring of a high-value residential development affected by legacy contractual arrangements, financing constraints and multiple stakeholder interests. The revised structure introduced financing milestones, performance mechanisms and protections aimed at reducing execution risk while preserving the viability of the project.

Distressed real estate project acquisition and turnaround

Led the acquisition and restructuring of a distressed residential development involving outstanding obligations to landowners, purchasers and suppliers. The transaction included comprehensive due diligence and tailored risk-allocation mechanisms, enabling the project to secure financing and resume development.

Large-scale real estate portfolio audit

Led a portfolio-level due diligence involving multiple real estate assets with an aggregate value of approximately USD 140 million. The review identified title, registration and boundary contingencies and resulted in a prioritised remediation strategy supporting a wider corporate reorganisation.

Structured real estate finance

Advised an investment vehicle on the due diligence and structuring of real estate project financing through securitisation trusts, assessing title, urban-planning, regulatory and contractual risks and designing structures aimed at protecting the investor's recovery position while preserving project execution.

Urban planning and heritage-related development

Advised on the legal and technical strategy for the development of a heritage-restricted property in Lima, coordinating legal, urban-planning and technical analysis and proceedings before the relevant authorities to address restrictions affecting project feasibility.
