After having worked as assistant professor at the Institute for Constitutional and Administrative Law at Vienna University from 1995-2000, he became attorney-at-law in 2001 and Partner at bpv Hügel in 2004. In 2013 he was awarded the right to teach Constitutional Law and Administrative Law and the related fields of European Law for a two volume post-doctoral thesis on the Regulatory Law in the Network Industries by Vienna University (“Habilitation”).
