Chia Ling has broad experience advising fast-growth companies and MNCs in the technology, media and communications, Fintech, payments and blockchain sectors in regulatory and litigation matters.
With more than 20 years law firm experience, Chia Ling is the Managing Partner of OC Queen Street LLC, a member of Osborne Clarke's international legal practice. He has experience in advising on a broad spectrum of regulatory issues relating to:
• Payment licenses requirements and exemptions for Fintech companies and payment services providers under the Payment Services Act;
• Blockchain, cryptocurrency, decentralised finance and non-fungible tokens (NFT) and other digital assets, ICOs and SAFTS under the Payment Services Act and Securities and Futures Act;
• Data protection and data privacy issues under the Personal Data Protection Act and Banking Act; and
• General licensing matters under the Payment Services Act, Securities and Futures Act, Telecommunications Act and Cyber Security Act.
Further, Chia Ling has substantial experience in litigation for complex intellectual property, information technology and commercial disputes.
He holds a Master of Technology in Knowledge Engineering and a Master of Laws in Media, Communications & Information Technology Law. He is also a Certified Information Systems Security Professional (CISSP).
