With more than 40 years of experience, Charles Rose has a national practice representing educational institutions, education-related businesses and corporations, investment firms and foundations. He advises his clients on matters including education law and policy, regulatory compliance and reform, corporate transactions, accreditation, public/private partnerships, civil rights enforcement and policy guidance, Title IV federal student aid, and labor relations.
Prior to joining HMBR, Mr. Rose was a partner in the education and government affairs practice of an Am Law 100 firm. He served as General Counsel for the U.S. Department of Education (ED) – a position for which he was nominated by President Obama and unanimously confirmed by the U.S. Senate. As General Counsel, Mr. Rose advised the U.S. Secretary of Education on all legal, regulatory and policy matters and was instrumental in the development and implementation of the ED’s signature education reform initiatives. Prior to his service at ED, Mr. Rose was a founding partner in a leading education law and labor and employment law boutique in Chicago.
