Career
Carlos Sánchez-García is a Colombian lawyer from Los Andes University, admitted to practice in 2000. He also holds an LLM in telecommunications law from Carlos III University of Madrid, Spain (2002) and an MBA from Durham University Business School, United Kingdom (2011).
He is Partner in CMS Rodríguez-Azuero and co-leads the teams of Infrastructure & Projects, Telecommunications and Public Procurement. He advises telecommunications companies on regulatory matters, data protection and on legal matters related to the development of new business models. Carlos is also a recognized advisor in Colombia with a deep knowledge of the inner financial workings of infrastructure projects. He was the leader of the legal structuring of the PPP for the Northeastern Airports and the operation contract of TransMiCable. He also participated in projects such as the structuring of the Colombian fourth generation of road concessions and Bogotá’s International Airport concession. Currently, he leads notable projects such as the construction of a wastewater system in Cúcuta, the structuring of the PPP contract to rehabilitate, operate and maintain the East Pan-American Road -the first PPP project in the Republic of Panama- and the legal, business, and financial structuring of the project to carry out a vaccine production and research center in Bogota.
Carlos has acquired an outstanding experience in social infrastructure projects, as he has been the leader of the legal advisory for PPP projects in social housing, museums, libraries, prisons, and schools. As a matter of fact, he structured the Bosa Hospital project, the first social infrastructure project in Colombia.
In the TMT sector Carlos has also been highlighted as one of the best advisors of the country. He recently advised the Colombian ICT Ministry in the structuring and procuring of the new registry operator contract for the Colombian top level domain .co and in the IMT radio spectrum auction of the 700, 900 and 2500 MHz frequency bands.
Carlos has lectured Telecommunications Law and PPP contracts in Universidad de Los Andes. Since December 2018, he is member of the pool of experts of the UNOPS as a Senior Advisor in Public-Private Partnerships and Infrastructure Finance.
