Arve Føyen has significant theoretical and practical competence in the entire TMT legal field. He has extensive expertise in general administrative law and privacy and data protection law.
Arve has since 1974 been engaged in TMT legal issues, including privacy, TMT procurement of Hardware and software, Cloud procurement, public procurement and outsourcing, legal issues related to the Internet, telecommunication, media distribution, and sale of sports rights for media display and distribution. He is frequently used as an arbitrator in TMT disputes.
Arve has heavy expertise in privacy and data protection. In 1979 he was employed as director/deputy director in the Norwegian Data Protection Authority where he was from 1979 to 1983, and later as a lawyer in private practise. He was from 2008 to 2016 appointed by the Parliament as deputy chairman of the Privacy Appeals Board.
Arve advices on DPIAs and Data transfer assessments. Current positions are as data protection officer at CatalystOne AS, Questback AS, Dedicare AS, and the Research Council of Norway. He was in 2022-2024 engaged as head of the secretariat for a law committee for implementation in Norwegian law of the Open Data directive and the Data governance act (NOU 2024: 14) for data sharing.
