Andreea has 26 years of experience in PPPs, public procurement, project finance and mergers & acquisitions. Andreea has advised strategic investors, IFIs, commercial banks, sponsors, operators, and bidding consortia on a wide range of privatization operations in the industrial and services sectors and on large infrastructure projects in the following sectors: motorways, airports, energy, waste and water treatment.
Andreea has had exposure to international best practices having worked on cross-border transactions as an associate and local partner of an international law firm for 15 years.

Andreea acted as Romanian legal expert in an international consortium of consultants tasked with developing (under the supervision of the European PPP Expertise Centre) PPP contract guidance and PPP standard clauses, as well as other PPP guidance, tools and training sessions & materials aimed at supporting and improving the preparation and procurement of PPPs in Romania . This project was carried out with funding by the European Union via the Structural Reform Support Programme and in cooperation with the European Commission's DG REFORM. The beneficiary of this project was the Public Investment Management Unit within the Romanian Ministry of Finance.
Other work highlights:
• Conducting for an IFI a high level legal due diligence identifying the main issues relevant to the successful implementation of PPP/PFI projects in the health sector in Romania, as well as preparing a report setting out the key legal, regulatory or institutional obstacles to best-practice development of PPP/PFI projects in the health sector in Romania and defining a road map for such projects
• Advising a consortium of major European construction groups for the design, financing, building, operation and maintenance of the Bucharest – Brasov Highway, Comarnic – Brasov section
• Advising a member of a consortium on the implementation of a project for the extension of the Bucharest’s wastewater treatment plant and the construction of a mud incinerator
• Advising an operator in the naval defence sector on a public procurement launched by the Ministry of National Defence of Romania for the acquisition of corvettes
• Advising the local subsidiary of the world’s leading helicopter manufacturer in two public procurement procedures launched by the General Inspectorate for Emergency Situations for the purchase of light, medium and heavy multifunctional helicopters
• Advising a consortium of European research institutions on its participation to public procurement procedures organized by a Romanian research institution and assisting the client in relation to all legal matters in connection with a supply contract for a high intensity gamma beam system commissioned in Romania
• Advising an upstream oil & gas operator specializing in resources optimization and decarbonization on production enhancement services contracts entered into with the largest company in the oil & gas industry in South-Eastern Europe
• Advising a consortium of leading Romanian banks on a EUR 100 million financing for the development and modernization of the Henri Coandă Bucharest International Airport
