BARRISTER ALI ASGHER KHAN (Mr. Ali Khan) is an Advocate of the High Court and a Barrister-at-Law. Mr. Ali Khan has obtained a Bachelor of Arts in Economics from the University of Pennsylvania, a Post Graduate Diploma in Law from the College of Law (England) and was called to the Bar of England & Wales (Lincoln’s Inn). Mr. Ali Khan possesses a diverse skillset which has been acquired from his extensive experience as an investment banker in the power and energy groups at Goldman Sachs & Co. and Deutsche Bank in New York, (U.S.A), followed by his integral contribution to the global financial restructuring team at AES Corporation in Arlington (U.S.A).
Upon his return to Pakistan, Mr. Ali Khan joined one of the leading law firms of Pakistan where he initiated transformative changes in the realm of project finance / projects which led to the revolutionization of multiple sectors including, inter alia, the Independent Power Producer (IPP) sector and the public private partnership (PPP) sector. In this regard, Mr. Ali Khan has successfully spearheaded the implementation of a plethora of projects, introducing novel transaction structures and innovative solutions to intricate legal issues within Pakistan. Mr. Ali Khan is also commended for his contribution to the infrastructure and PPP sector of Pakistan.
Mr. Ali Khan’s work in the country’s project finance / projects practice has shaped its contractual framework and policy development and the legal documentation developed by him continues to be the industry standard for contractual arrangements across multiple sectors. As a result, Mr. Ali Khan has been recognized as the pioneer of the projects / project finance practice for his contributions to the projects, infrastructure and energy sector of Pakistan.
With a career spanning over two (2) decades and spread over five (5) continents, Mr. Ali Khan’s expertise in structuring transactions enables him to have a unique approach and insight into each project that he has delved into. Mr. Ali Khan has also played a key role in the institutionalization of the Federal PPP Authority and has actively collaborated with multilaterals such as the Asian Development Bank and multiple sovereign and sub-sovereign institutions to strengthen the PPP and procurement frameworks in Balochistan and Gilgit – Baltistan. To this effect, Mr. Khan has provided extensive inputs through workshops, focused group discussions and stakeholder consultations throughout the country.
