As a partner in Bird & Bird’s Regulatory and Administrative practice group, Alexander mainly advises clients in the healthcare, transport and security and defence sectors, where his day-to-day practice focuses on public regulatory, social, health and European law issues.

He advises private and public sector clients on public regulatory law, with particular experience in three industry sectors: healthcare, transport and security and defence.

In the healthcare sector, Alexander has experience working with private companies, ranging from leading global pharmaceutical companies to mid-sized companies, as well as the public sector, including statutory health insurance companies and public and private hospitals. He has advised on public regulatory and procurement issues relating to pharmaceutical products and medical devices.

His main objective has always been to ensure compliance and balance the interests of health insurers and the pharmaceutical industry to the benefit of the insured, in addition to ensuring savings in the healthcare sector.

In the rail transport industry, Alexander was involved in the landmark decision of the German Federal Supreme Court that allowed foreign competition to enter the German rail transport market. He has also developed strategies for competitive participation in similar tenders. Two particular landmark cases were the Stuttgart Network and the Rhein-Ruhr-Express.

In the security and defence sector, he has advised various suppliers in complex and commercially significant procurement procedures for the award of military and non-military equipment and related services. He also chairs the German Defence Working Group.

Furthermore, he is a regular contributor on procurement and healthcare issues. Additionally, he frequently speaks on various specialist topics and is a qualified legal specialist in procurement law.
