Since 1996 our law firm has been active in the field of public procurement law. Our four partners Johannes Schramm, Matthias Öhler, Georg Zellhofer and Gregor Stickler as well as more than 30 further colleagues constitute the largest procurement law practice in the Austrian market. We influence the development of our specialist area through numerous publications and by being involved in much of the important litigation in our field.

In our day-to-day business we implement procurement projects, represent our clients when their decisions in procurement projects are challenged in the courts or by auditors and support them in making important decisions and delicate situations. We advise the federal government, the federal provinces, the municipalities, the European Commission and numerous public corporations as well as middle-sized and big international companies on public procurement issues and related legal areas.

Since our firm was founded in 1996, we conducted hundreds of procurement projects, litigated challenges to procurement decisions in the courts and provided expert opinions on matters of procurement law, all of which allows us to master our tasks in a very efficient way. In close cooperation with our clients, as well as experts from other specialist areas, we develop new and innovative models in the fields of public private partnerships, life-cycle models, framework agreements or outsourcing. In effect, we bridge the gap between legal doctrine and practical solutions. And this is what we are proud of – not our own success, but the success of our clients.

In order to be even more strongly positioned in the market, we had expanded our firm by four partners in January 2020.

We are opening our fifth law office in Linz – Upper Austria in June 2023. Currently we have offices in Vienna, St. Pölten – Lower Austria (since May 2018), Eisenstadt – Burgenland (since July 2020) and Feldkirch – Vorarlberg.

Key clients in the health sector: for example the Wiener Gesundheitsverbund (Vienna Hospital Association), the Burgenländische Krankenanstalten-Ges.m.b.H. (“KRAGES”, Burgenland Hospital Association) and the Austrian Workers’ Compensation Board for insurance against occupational accidents (“AUVA” Allgemeine Unfallversicherungsanstalt) – where we are tendering health products, health services and construction works – as well as the Medical University Graz

Key clients in the transport / transport infrastructure sector: all companies of the Österreichische Bundesbahnen (“ÖBB”; Austrian railways group) as well as ASFINAG (Autobahnen- und Schnellstraßenfinanzierungs-Aktiengesellschaft), the Austrian highway operator, Wiener Linien GmbH & Co KG, the public transport company owned by the City of Vienna and via donau - Österreichische Wasserstraßen GmbH, the company responsible for the Danube waterway and the TIWAG (“Tiroler Wasserkraft AG”, Tyrols largest energy supplying company).

Johannes Schramm and Matthias Öhler are known experts in all aspects of public procurement law. The same applies to Georg Zellhofer (who focuses on ICT and transport) and Gregor Stickler (who focuses on construction projects and facility management).
