On July 18, 2025, Circular SECEX No. 56/2025 was published, which, ex officio, initiated a public interest assessment of the antidumping duty imposed on Brazilian imports of polyether polyol with a molecular weight between 300 and 4,500 g/mol and a purity level equal to or greater than 90%, including blends meeting a minimum concentration of 90% of polyether polyols falling within the scope of the measure, originating from China and the United States of America. The product is usually classified under subheading 3907.29.39 of the Mercosur Common Nomenclature (NCM, in Portuguese). The antidumping measure currently in force was imposed by GECEX Resolution No. 754/2025.
The review was recommended by the Department of Trade Remedies (DECOM) and initiated ex officio by the Foreign Trade Secretariat (SECEX). Through an opinion prepared by DECOM, SECEX considered that sufficient evidence exists to indicate the presence of public interest concerns in the case, from an economic and social standpoint. DECOM had already expressed concern regarding the impacts of the antidumping measure on Resolution No. 754/2025.
The review will assess issues such as product characteristics, the production chain and market for the product under analysis, international supply of the product, domestic supply including risks of shortages and supply disruptions, and the risk of constraints on national supply. It will also include an impact assessment of the trade defense measure on the dynamics of the domestic market (domestic industry, upstream and downstream sectors).

The participation of interested parties — including domestic producers, importers, exporters, governments of the countries under investigation, and government entities that are members of the Executive Management Committee (GECEX) of the Foreign Trade Chamber (CAMEX), or other bodies of the Executive Branch related to the product — must necessarily be carried out through petitions in the Electronic Information System (SEI) of the Ministry of Development, Industry, Trade and Services (MDIC).
Interested parties may submit relevant evidence and arguments until August 11, 2025, i.e., 20 days after the initiation of the assessment.
The minimum duration of the assessment is 55 days, extendable, and, should the initial findings be confirmed, the definitive antidumping measures may be suspended for a period (determined by the final decision).
