Tyler Pepple is a partner and owner at Pepple Moser PC and concentrates his practice on a mixture of administrative and appellate litigation, transactional work, and government affairs. Tyler represents clients before state utility commissions in all manner of proceedings. These include general rate cases, mergers and acquisitions, and complex legal and policy dockets involving issues such as customer choice, integrated resource planning, and renewable portfolio standards compliance. When these matters are reviewed by the courts, Tyler represents clients in appellate proceedings. Tyler also provides general counsel services to electric cooperatives such as bylaw and policy reviews, easement and other contract negotiations, broadband development, and general legal advice to boards of directors.

Tyler’s practice also involves the negotiation of power purchase agreements for generation resources, as well as energy service and interconnection agreements for large customers. He represents interested parties before the Bonneville Power Administration (BPA) on issues involving BPA’s long-term power supply contracts. He also participates in proceedings before the Federal Energy Regulatory Commission (FERC), including the development of formula rates, asset classification proceedings, and matters related to the Public Utility Regulatory Policies Act. Tyler additionally provides state-level legislative services to clients, including legal review of energy-related bills and policy analysis.

Career

Tyler began his career at Saul Ewing LLP in Baltimore, Maryland, where he helped secure regulatory approval for two major energy company mergers, assisted in the regulatory review process for the siting of a transmission line under Section 216 of the Federal Power Act, and worked on numerous issues related to deregulated markets within the PJM Interconnection Regional Transmission Organization footprint. Tyler moved to Oregon in 2013 when he joined Davison Van Cleve PC working to represent large energy users in administrative proceedings as well as electric cooperatives. Tyler formed his own firm with his law partner, Sommer Moser, in 2025.
