Louis M. Phillips is a partner at Kelly Hart and leader of the firm’s Bankruptcy & Business Reorg. practice. Mr. Phillips provides legal representation and consultation for debtors, creditors, and trustees over a broad practice area, including transaction and business structuring and restructuring, bankruptcy reorganization, and bankruptcy and commercial litigation. He also handles civil cases in state and federal courts and has handled matters before the Fifth Circuit Court of Appeals.

Career

From 1988 to 2002, Mr. Phillips was the Chief U.S. Bankruptcy Judge for the Middle District of Louisiana. He authored significant opinions on Louisiana state and bankruptcy laws, adopted by the Fifth Circuit and other courts. Notably, his opinions on credit card fraud cases (Matter of Mercer) and Louisiana law exemption (Matter of Orso) gained legal recognition. Mr. Phillips also oversaw the pioneering transition to a fully electronic filing and docketing system in the U.S. Federal Courts.
