Dale Eppler joined Berliner Corcoran & Rowe LLP in October 2019 after a 30-year career in the U.S. Foreign Service. In December 2020, he rejoined the Department of State to serve as the U.S. National Summit Coordinator for the Summit of the Americas. Dale returned to BCR in September 2021, where his practice focuses on international economic law, economic sanctions and government relations.
During his Foreign Service career, Dale specialized in international economics including extensive work on the application and use of economic sanctions towards Cuba, Venezuela, Russia, and Iran. He was the Director for Central American and Caribbean Affairs at the U.S. Trade Representative’s Office and the Deputy Financial Attaché with the U.S. Treasury office in Moscow. His international negotiation experience includes Intellectual Property Agreements with Nicaragua and Honduras, investment disputes with Costa Rica, the energy chapter of the Transatlantic Trade and Investment Partnership, and the EU's proposed carbon emissions tax on international aviation.

Work Highlights
Representative Experience
• Represented a Swiss company before the Treasury Department’s Office of Foreign Assets Control (OFAC) and the U.S. State Department to achieve the de-listing of sanctions imposed under the Global Magnitsky Act.
• Advised U.S. investors in the Caribbean on obtaining government concessions and resolving disputes with local partners; obtained 7 OFAC licenses to release frozen bank transactions.
• Brought several claims on behalf of U.S. claimants under the Helms Burton Act against companies trafficking in their confiscated property in Cuba. Litigated those claims in federal district and appellate courts and obtained favorable settlements in multiple cases.
• Provided expert advice to support a Pacific Island government seeking to modify the disbursement rules of a sovereign trust fund.
• Advised U.S. commercial real estate company on risk management and sanctions issues concerning divestment of 5 major Russian commercial properties.
• Advised U.K. Real Estate Company regarding the scope of U.S. sanctions prohibitions, licenses, secondary sanctions risks, and related issues arising under U.S. sanctions on Russia.
