Raul Lisbôa é graduado em Direito pela Universidade Federal da Bahia. Possui especialização em Direito Público pela Universidade de Brasília e Master em Políticas Anticorrupção pela Universidade de Salamanca, na Espanha. Participou da Summer School on Regulation of Energy Utilities, na Escola de Regulação de Florença, na Itália. Advogado da União desde 2014, ocupa o cargo de Coordenador-Geral de Assuntos de Energia Elétrica da Consultoria Jurídica junto ao Ministério de Minas e Energia e é membro de Comitê da Pré-Sal Petróleo S/A. Acumula sólida experiência na administração pública federal, tendo atuado como Diretor do Departamento de Assuntos Extrajudiciais da Consultoria-Geral da União entre 2020 e 2023. Exerceu o cargo de Procurador-Geral da Agência Nacional de Energia Elétrica entre 2023 e 2025. Em sua trajetória profissional, também foi Procurador da Fazenda Nacional e advogado da Empresa Brasileira de Correios e Telégrafos.
Raul Lisbôa holds a Law degree from the Federal University of Bahia. He earned a specialization in Public Law from the University of Brasília and a Master’s degree in Anti‑Corruption Policies from the University of Salamanca in Spain. He attended the Summer School on Regulation of Energy Utilities at the Florence School of Regulation in Italy. A Federal Attorney since 2014, he currently serves as the General Coordinator for Electric Power Affairs at the Legal Advisory Office of the Ministry of Mines and Energy and is a member of the Pre‑Salt Petroleum S.A. Committee. He has extensive experience in the federal public administration, having served as Director of the Department of Extrajudicial Affairs at the Office of the Attorney General of the Union from 2020 to 2023. He was also the Attorney-General of the Brazilian Electricity Regulatory Agency (ANEEL) from 2023 to 2025. Over the course of his career, he has also worked as an Attorney for the National Treasury and as a lawyer for the Brazilian Postal Service (Correios).
