An Environmental Law Expert Serving as a National People’s Congress Delegate
In addition to his legal practice, attorney CAI dedicates himself to legislative and political advisory work. Serving as a delegate in the 12th and 13th National People’s Congress, he has proposed numerous constructive initiatives aimed at advancing the rule of law in China. These include recommendations to strengthen public interest litigation in the areas of anti-monopoly and anti-unfair competition inspections, and proposals for adjusting the rights restrictions for minor offenders reintegrating into society, among others. As a PhD in environmental law, attorney CAI is dedicated to the development and improvement of environmental protection laws in China. In his capacity as a delegate, he has proposed several highly constructive environmental protection initiatives, which have been recognized and adopted by relevant authorities. Notably, he was the first to recommend to the Supreme People’s Court the establishment of “Environmental Protection Tribunals” in courts at all levels across China. Acting upon the commission of the Executive Committee of the 7th CISM Military World Games (“the Client”), attorney CAI led a team as the exclusive legal service provider for the preparation and hosting of the 7th CISM Military World Games, delivering high-quality legal services. He undertook the full-process legal services for an international event with the strength of only a team, which is a pioneering effort in the region.
Provided legal services for Wuhan Wushang Group Co., Ltd. (WDSC) (000501), representing it in contract disputes with an international management company. Attorney CAI successfully recovered losses amounting to CNY 340 million for the Client.
Represented Wuhan Liantou Duoying Equity Investment Partnership (Limited Partnership) (formerly known as Wuhan Jingyu Duoying Equity Investment Center) (“the Client”) in a dispute over an equity repurchase contract, ultimately recovering losses totalling CNY 170 million for the Client.
Since 2017, attorney CAI’s team has served as a legal advisor to Fiberhome Telecommunication Technologies Co., Ltd. (600498) (“the Client”), a globally renowned provider of telecom products and solutions, ranking among the top ten in the optical communication field.

As of now, the Client has invested in over 20 tourism projects across China, controlling more than 2,000 square kilometres of scenic areas.
