Career

Dr. Guan is a managing partner of Beijing Globe-law Law Firm, who has over seventeen years’ experience in the field of WTO and international trade. Utilizing his expertise, Dr. Guan has represented the Chinese government and enterprises in a number of WTO dispute settlement cases and also participated in the process of legal review of RCEP text. Dr. Guan has, on behalf of relevant Chinese Chambers of Commerce, participated in many international economic and trade friction cases, including the US 301 investigation, special 301 investigation and WTO compliance review on China. Besides, Dr. Guan has also represented well-known Chinese enterprises in many trade remedy investigations initiated by, and led several research programs on export control and trade sanction compliance concerning, the European Union and the United States. Also, Dr. Guan has published more than 20 articles relating to WTO and international trade in domestic and foreign journals.
