He is an expert on tax and customs law and has advised on all aspects of taxation in the processes of privatization, company reorganization and securities issues in which the firm has been involved. He also has considerable experience dealing with litigation matters brought before the Dirección General Impositiva, the Dirección General de Aduanas, the Tribunal Fiscal de la Nación and before the courts.

Horacio joined Marval O'Farrell Mairal in 1976, became a partner in 1985, and became of counsel in 2020.
