Anne-Solène GAY is the founding partner of the BEHRING law firm and has been a leading expert in France on telecom and space regulatory issues for more than 25 years. She specializes in telecommunication, space activities, and new technologies and has extensive expertise in regulation, contract, competition, public law, and intellectual property law.
Anne-Solène advises both institutional and industry clients on regulatory and transactional matters. She has notably provided legal assistance in liberalization processes, roaming contracts, satellite procurement contracts, M&A operations, licensing, privatization, and operator restructuring, and, more generally, legal reform of the regulatory frameworks applicable to the telecommunications and information technology sectors.
Anne-Solène developed a recognized international practice. She advises national and international public institutions and telecom operators on transactional and regulatory matters in France and abroad, notably in Africa and Asia.
She advises a wide range of clients, from governments and international organizations (such as the World Bank, WAEMU, ECOWAS, AfDB) to global corporations and SMEs, including operators (mobile, FttH, carriers, GSO and NGSO satellite systems, submarine cable, etc.) and telecommunications hardware and software suppliers.
International legal directories (Chambers & Partners and Legal 500) name her every year as one of the leading lawyers in TMT (telecom, media, and technologies). Anne-Solène Gay is ranked every year in the tier 1 Leaders League ranking as well as in the Jeune Afrique Business+ ranking. In 2021, she also won the top place in the Jeune Afrique Business+ ranking in the “Advice to Governments” category. Anne-Solène Gay is also selected every year to be the exclusive contributor to the French chapter in the ICLG telecom guide.
Anne-Solène is a member of the European Centre for Space Law (ECSL) of the European Space Agency (ESA), the African Aeronautics & Space Organisation (AASO) and the Juris Initiative (lawyers network).
Prior to establishing the Behring law firm, Anne-Solène worked in various international law firms (Jeantet & Associés and Bird & Bird) in Paris and London and was a partner at YGMA law firm for 11 years.
She graduated from Sciences Po Paris and from the Public Business Law Institute (IDPA) and holds master’s degrees in public law and public administration from the University Paris I Panthéon Sorbonne. She has been registered as an attorney at law at the Paris Bar since 1997.
