Founded in 2014 by Anne-Solène Gay, BEHRING is a law firm which specializes in telecoms, space activities and new technologies, with extensive expertise in regulation, public law, contract and intellectual property.
BEHRING advises a wide range of clients, from governments and international organizations (such as the World Bank, European Commission, WAEMU, ECOWAS, AfDB) to global corporations and SMEs, including operators (mobile, FttH, carriers, GSO and NGSO satellite systems, submarine cable, etc.) and telecommunications hardware and software suppliers.
BEHRING provides advice on telecommunications regulation such as price regulation, antitrust, network access conditions, licensing, use of public land, allocation of terrestrial and numbering resources, audits in the context of mergers and acquisitions or restructuring operations, taxation, management of relations with regulatory authorities, dispute settlement proceedings, etc.
BEHRING also acts in regulatory and contractual matters related to adjacent segments such as banking, cybersecurity and data protection. Thanks to its expertise in public law, BEHRING regularly assists its institutional clients in the structuring and implementation of their digital development projects, according to the appropriate legal form (PPP, public procurement, public service delegation, etc.) and the associated legislative and regulatory reforms. BEHRING also assists clients with dispute resolution and sector-specific litigation which raises competition law issues.
BEHRING also assists its clients in implementing and applying their contractual policy (drafting and negotiating inter-operator contracts (interconnection and access, MVNO, IRU, value-added services, etc.), assisting in implementing or responding to calls for tenders, managing the execution of ongoing contracts, etc.).
Furthermore, BEHRING advises its clients on contractual and regulatory matters both in France and abroad. BEHRING regularly carries out assignments for international institutions and assists regulatory authorities and governments in their projects to liberalize the telecommunications sector, develop NICTs, and launch and operate public-private partnerships.
Specifically, BEHRING represents players in various telecommunications markets: submarine cables, terrestrial backbones, fixed and mobile telephony, FTTx, GSO and NGSO satellite operators, and other areas. BEHRING has extensive expertise in African countries and their national and regional regulatory frameworks.
