Administrative and Public Law
Anne-Marie has over 15 years’ experience in administrative and public law. She is highly regarded in her field, advising charities, NGOs, companies and professional deputies, as well as individuals. She specialises in claims for judicial review against local and central government, with a focus on strategic litigation relating to public services, access to health and social care, the rights of disabled people, and environmental law.
She has brought cases challenging local and central government budgets, health and social care policy and decision making, the closure of public services, government contracts, and planning and environmental decisions.
Court of Protection (Welfare)
Anne-Marie is an experienced health and welfare practitioner in the Court of Protection. She is an Accredited Legal Representative under the Law Society’s Mental Capacity (Welfare) Accreditation scheme, and is regularly instructed by the Official Solicitor to represent P in proceedings relating to deprivation of liberty and disputes regarding capacity and best interests. She has particularly expertise in medical treatment and end of life care, including cases which attract media attention.
Anne-Marie regularly advises property and affairs deputies on welfare issues arising for their clients and acts as an expert witness on health and welfare issues for personal injury claims.
Career
Anne-Marie is one of the founding partners of Rook Irwin Sweeney, a specialist public law and human rights firm launched in 2020. She trained at a national firm where she later led the London office’s public law and human rights team.
She has been ranked in Chambers and Partners for 13 years, recognised as being ‘excellent at what she does.’ She has been named for the last 3 years as a DEI Champion, one of a handful of lawyers ‘who are going above and beyond in making the world a fairer place.’
She co-authors the community care law update for Legal Action Group magazine. Outside of practice, she has conducted international trial monitoring with the human rights NGO EuroMed Rights.
