Pre-commencement planning conditions
Pre-commencement conditions are those conditions on a planning permission which are required to be satisfied before any building or other operation comprised in the development is begun.
Careful not to trigger CIL when complying with pre-commencement conditions
Planning authorities have the power, when granting planning permission, to impose "such conditions as they think fit". This includes pre-commencement conditions, which must be complied with before any building or operation comprised in the development is begun, or any change of use is begun.
Amalgamating dwelling houses – is this possible?
Up until 2000, it was generally considered that the amalgamation of dwellings was not a material change of use and therefore did not require planning permission.
