Founder of the law firm Mame Adama GUEYE & Associé (MAGA) in 1994, Mame Adama GUEYE has recently created the law firm Mame Adama GUEYE & Partners (MAGP) in association with the members of the team that made his international reputation.

In 2022, Mame Adama GUEYE & Partners was involved in most of major infrastructure projects in Senegal, projects relating to the energy sector and large-scale financing.

•BUS RAPID TRANSIT (BRT) – CONCESSION AGREEMENT

The firm had the privilege of assisting MERIDIAM in the negotiations with CETUD – Conseil Exécutif des Transports urbains de Dakar, representing the Republique du Senegal, in the framework of the Bus Rapid Transit (BRT) project.

This project, which represents a total investment of 135 million Euros, will contribute to significantly improve urban mobility in Dakar and air quality with the commissioning of an initial fleet of 121 100% electric buses. The system will transport 300,000 people per day, serving 14 communes and 23 stations.

•FINANCING OF THE KAËL PHOTOVOLTAIC SOLAR POWER PLANT

Mame Adama GUEYE & Partners had the privilege to assist PROPARCO (Agence Française de Développement ), IFC – International Finance Corporation (The World Bank Bank Group) and the European Investment Bank (EIB) in the financing of the Kaël Solaire SA photovoltaic power plant.

•TER FINANCING

Mame Adama GUEYE & Partners had the privilege to assist Bpifrance in the context of the buyer credit agreement signed with the State of Senegal for the launching of SETER’s operations.

•STAKE ACQUISITION IN THE CAPITAL OF SECAA BY THE STATE OF SENEGAL

The firm assisted the AfDB, BOAD, IFC and CBAO, as lenders in the context of discussions and agreements for the entry of the State of Senegal into the capital of Société Eiffage de la Concession de l'Autoroute de l'Avenir (SECAA).

•100,000 SOCIAL HOUSING PROJECT OF THE STATE OF SENEGAL

As part of the 100,000 social housing Project of the State of Senegal, the firm acted as advisors to the World Bank Group in connection withlegal and tax aspects offeasibility studies for the establishment of a real estate investment company.

•IPD MANUFACTURING UNIT IN DAKAR, SENEGAL, FOR THE PRODUCTION OF COVID-19 VACCINES AND OTHER VACCINES

IPD has decided to proceed with the development of a manufacturing unit in Dakar, Senegal, for the production of Covid-19 vaccines and other vaccines, in partnership with reputable technology providers and pharmaceutical companies with a capacity of planned installation of 25,000,000 (twenty-five million) doses of vaccine per month (the "Project");

As part of the Project, IPD has negotiated and concluded several financing agreements, involving the State of Senegal, International Finance Corporation (IFC), European Investment Bank (EIB) and the French Development Agency (AFD).

The firm also assists IPD in setting up the project company.
