On May 29, 2025, Mexico’s Ministry of Economy issued an official announcement regarding the final ruling in the anti-dumping investigation concerning Chinese PET (polyethylene terephthalate). Representing Wankai New Materials Co., Ltd. and Chongqing Wankai New Materials Technology Co., Ltd., Jia Zheng, Director of International Business Department and Senior Partner of Zhong Yin Law Firm, served as lead counsel, with lawyers Chen Yao and Zhao Ruixuan as co-counsels. Their efforts secured the sole zero tariff for these clients in the final ruling, while the tariff rate for other exporting enterprises ranges from USD 40 to 260 per ton. This case marks the first instance where Chinese enterprises have secured zero tariff in an anti-dumping investigation launched by Mexico against China, signifying profound importance.
On January 29, 2024, Mexico’s Ministry of Economy initiated an anti-dumping investigation against Chinese PET. On August 9, 2024, the Ministry announced a preliminary ruling rejecting domestic sales and cost data submitted by responding Chinese enterprises, imposing provisional anti-dumping tariff of 34–63% on Chinese exporters. Zhong Yin Law Firm’s clients received preliminary tariff rates of 37% and 56% respectively. Following the preliminary ruling, Zhong Yin Law Firm’s Trade Remedy Team actively collaborated with the clients to address the Mexican investigating authority’s inquiries, submitting substantial supplementary data and persuasive arguments. In the final ruling, the Mexican authority accepted the clients’ data on domestic sales and costs, resulting in a determination on zero tariff.
