Recently, the Department of Education legally approved the official establishment of The Hong Kong University of Science and Technology (Guangzhou). This is a cooperative educational institution jointly established by Guangzhou University and The Hong Kong University of Science and Technology. The University integrates the quality educational resources of mainland China and Hong Kong and assists in the construction of frontier cross-disciplines in an innovative talent training model. It has significance in cultivating new talent with international vision, promoting the comprehensive reform of higher education in China. It also advances the integrated development of education between mainland China and Hong Kong and serves construction in the Guangdong-Hong Kong-Macao Greater Bay Area.

The Hong Kong University of Science and Technology (“HKUST”) was incorporated in 1991 and is the third institution in Hong Kong to obtain the title of university. Founded only 30 years ago, the HKUST has now become one of the leading research institutions in Asia and the world and is considered one of the fastest growing universities globally. In 2021, HKUST was ranked 34th in the QS World University Rankings, third in The Times Higher Education World Young University Rankings and first in Hong Kong in the SCImago Global Innovation Rankings.

JunHe advised HKUST on the drafting of documents regarding cooperative education and reviewed and amended legal opinions. Yu Su was the leading partner of this Project and led the team in providing full legal support for the construction and operation of HKUST (Guangzhou). JunHe’s legal team had to be familiar with education, real estate, construction, cybersecurity, labor, company, intellectual property, administrative, and criminal laws and other Chinese laws and regulations, and also adept in dealing with litigation and non-litigation cases. HKUST (Guangzhou) is a Sino cooperative educational institution and has particular terms regarding corporate governance and teaching management. The proposal put forward by JunHe also had to comply with the relevant practice of the Hong Kong Special Administrative Region. Yu Su led the team to make great contributions to the smooth establishment of HKUST (Guangzhou) with quality, rigorous and efficient professional legal services, which was highly acknowledged by the client. The Project ultimately contributes to the development of talent, technological innovation and industrial development in the Guangdong-Hong Kong-Macao Greater Bay Area.
