Investor Visas in Oman

These visas provide a streamlined process for establishing a business, with the added advantage of access to Oman’s strategic location, tax incentives, and regulatory stability.

Types of Investor Visas

There are different ways in which foreigners can obtain investor visas, including investing in an existing business, establishing a new company, or purchasing real estate within integrated tourism complexes (ITCs) such as Al Mouj, Muscat Bay, Muscat Hills, and Sifah. These options offer flexible options for investors looking to enter the Omani market and benefit from the country’s growing economic opportunities.

Residency through Real Estate in Integrated Tourism Complexes (ITCs)

Oman provides two investment residency programs for foreign investors who purchase properties within Integrated Tourism Complexes (ITCs). These programs are categorized into Tier One and Tier Two, each offering different investment thresholds and residency durations. Tier One involves a property investment of OMR 500,000, granting the investor a residency visa for ten years, while Tier Two involves an investment of OMR 250,000 and offers a five-year residency. These programs cater to various investment levels and provide long-term residency benefits. Additionally, the Non-Omani Ownership of Real Estate in Integrated Tourism Complexes Law 12/2006, enables foreign investors who purchase property at a lower value within ITCs to also qualify for residency, which can also be extended to their first-degree relatives.

Residency Through Business Establishment

The requirements of establishing a business in Oman depends on the type of company you wish to form. The most common types include Sole Proprietorship Companies (SPC), ideal for individuals running businesses independently, and Limited Liability Companies (LLC), designed for small to medium-sized enterprises with 2 to 50 partners. One of the key advantages of these companies is the lack of a minimum capital requirement, offering greater flexibility for investors. After registering the company, businesses must complete additional formalities with relevant authorities, such as the Ministry of Commerce, Industry, and Investment Promotion (MOCIIP).

Moreover, Oman offers several incentives to attract foreign investment, including the opportunity for 100% foreign ownership in most sectors, giving international investors enhanced control and flexibility. This comprehensive digital platform consolidates various procedures, streamlining the registration and licensing processes for investors. Acting as a "one-stop-shop," it enables businesses to efficiently complete all required steps, from company registration to obtaining the necessary permits.

Furthermore, the government has authorized lawyers to use the platform to ensure that businesses comply with regulatory requirements and manage potential risks. This includes adherence to key laws, such as the Foreign Capital Investment Law (FCIL) and the Commercial Companies Law (CCL), which regulate foreign investments and business operations in Oman.

Requirements and Application Process 

The requirements for obtaining residency in Oman vary depending on the type of investment. Each investment route is governed by its own set of regulations. For investors purchasing property in Integrated Tourism Complexes (ITCs), the process involves submitting an application to the relevant authorities at the Royal Oman Police (ROP), including the names, nationalities, and addresses of any relatives to be granted residency, along with the payment of a fee. In contrast, investors setting up a business must first obtain approvals from the relevant authorities based on their business activity before receiving an investment license, which is necessary to apply for an investor visa.
