The International Trade Practice team at Ilyashev & Partners, led by Partner Olena Omelchenko, representing Paton International Ltd – a leading Ukrainian manufacturer of welding equipment and materials and one of the largest producers in Eastern Europe – has initiated an anti-dumping investigation into the import of welding equipment originating from the People’s Republic of China into Ukraine.
Following the review of the domestic producer’s complaint, the Interdepartmental Commission on International Trade by its Decision on March 10, 2026, initiated an anti-dumping investigation regarding imports from China described as follows: inverter-type machines and apparatus for manual or semi-automatic metal arc welding, specifically MMA, MIG/MAG, TIG, and CUT mode apparatus, including multifunctional (combined) units that integrate two or more of the specified modes, classified in Ukraine under UCGFEA codes 8515 31 00 00 and 8515 39 18 00.
"Chinese welding equipment is being supplied to Ukraine en masse at dumped prices, which are significantly below their fair market value," stated Olena Omelchenko. "In the complaint, we provided substantial evidence that such imports are causing material injury to the domestic industry. We recorded a rapid surge in import volumes from the People’s Republic of China against a backdrop of falling prices, which has led to the displacement of Ukrainian products from the market and a decline in the profitability of domestic production. The imposition of trade defense instruments is a necessary step to restore a level playing field and protect the high-tech sector of Ukrainian industry."
If the investigation confirms the existence of dumping, anti-dumping duties may be imposed to restore fair competition conditions on the Ukrainian domestic market. The investigation may last up to 12 months.
