Consortium Legal announces the return of Carlos Andrés Arguedas Vargas as a partner in the Public Law practice in Costa Rica, strengthening one of the areas of growing importance for companies, investors, and institutions involved in projects related to public procurement, infrastructure, and financing.

Carlos has a distinguished track record in public law, public procurement, concessions, trusts, public-private partnership (PPP) schemes, and constitutional and administrative litigation. He was a partner at Consortium Legal from 2010 to 2018 and is returning to the firm to assume a strategic role in the development and consolidation of this practice.

Prior to his career in private practice, Carlos held senior positions at the Comptroller General’s Office, including Director of the Administrative Contracting Division and Director of the Legal Division. In these roles, he led prior review processes, regulatory reforms, and the analysis of some of the country’s major public infrastructure contracts and projects.
