Beccar Varela participated in the Climate Policy Monitor study, compiled by University of Oxford researchers and 48 leading global law firms. It was presented on November 14 at COP29 in Baku, Azerbaijan. This is a granular survey on the implementation of net-zero policies in 30 major countries (G20+), providing a detailed view of how key rules and public policies align — or not — to the climate goals of the Paris Agreement.

 

The global spread of mandatory rules on net zero means companies face global compliance obligations. The study reveals that net zero regulations are surging around the world, but the implementation gap remains. While countries, companies, and other actors continue to set net zero targets global emissions also continue to rise.

 

"Many companies are moving forward with strategies and investments to achieve the decarbonization of their production processes and activities. This work helps understand and compare how regulations on the subject are evolving across different countries" said Manuel Frávega, partner at Beccar Varela and head of its Environmental Law and Climate Change department.

 

The Climate Policy Monitor is a regularly updated public resource evaluating the ambition, comprehensiveness, and stringency of climate-related regulations. It evaluates national regulations in three key domains:

 

·      Climate-related disclosure: obligations for companies and financial institutions to publicly report on the emissions associated with their activities and/or their exposure to climate-related risks.

·      Transition planning: regulations that require companies or other entities to define and/or implement measures to achieve decarbonization and climate goals.

·      Public procurement: regulations that recommend or require governments to consider climate goals when procuring goods, services, or works.
