Ashley Bowes is a specialist planning barrister with a busy court and inquiry practice, representing developers, councils and private individuals in public inquiries, local plan examinations and major infrastructure hearings. He is a member of the Attorney General’s B Panel of Junior Counsel, representing the UK Government in his areas of specialism.
Highlights include:
• CG Fry & Sons v SSLuHC – Appeared for the developer challenging a decision to block a housing scheme on the basis of nutrient neutrality, currently before the Supreme Court.
• R(GOESA Ltd) v Eastleigh Borough Council - JR to a decision by Eastleigh Borough Council to approve a runway extension at Southampton Airport in the leading case on the cumulative emissions in EIA assessments.
• R(University Hospitals of Leicester NHS Trust) v Harborough District Council - appeared for the NHS Trust challenging a 2000 unit housing and mixed-use urban extension.
• R(Together Against Sizewell C Ltd) v Secretary of State - appeared for claimants seeking to quash the decision to grant development consent for a new nuclear power station at Sizewell.
• Land at Jolly Boatman, East Molesey, Surrey - representing the Council at a two-week planning inquiry, regarding a proposal to erect 97 homes and an 84-bed hotel opposite Hampton Court Palace.
