Its partner,María Teresa Quiñones, FCIArb, is frequently appointed as arbitrator in domestic and international proceedings, with particular expertise in disputes involving energy, infrastructure projects and regulated industries.

Energy:

QA Legal provides strategic advice on structuring innovative business models in the energy sector — including electricity, renewables, and oil and gas — as well as on assessing the legality of complex regulatory reforms and resolving highly technical disputes. The firm offers comprehensive legal support across the full lifecycle of energy projects, covering Public-Private Partnerships (PPPs), power generation, transmission and distribution concessions, power purchase agreements, interconnection, and licensing. Its expertise further extends to mergers and acquisitions in the energy sector, comments on draft regulations, disputes involving electricity, gas, and oil regulation and contracts, and proceedings before key regulatory authorities such as COES, OSINERGMIN, and the Ministry of Energy and Mines.

Infrastructure:

QA Legal delivers high-level advice on Public-Private Partnerships (PPPs) across transport, sanitation, energy, and telecommunications infrastructure. We have cutting-edge expertise in BOOT and BOT agreements, EPC contracts, concessions, authorisations, permitting, and tariff frameworks, guiding clients through the full lifecycle of complex projects such as ports, airports, toll roads, railways, transmission lines, and sanitation systems. Our team is recognised for representing clients in high-stakes administrative proceedings before OSITRAN, dispute resolution between operators, and providing strategic counsel in landmark public tenders led by PROINVERSION.

Public Law:

QA Legal advises on all types of constitutional, administrative, and contentious-administrative proceedings. We also act as legal experts in arbitral, administrative, and judicial processes within our areas of specialisation, including the interpretation and enforcement of administrative contracts (concessions, PPPs, works, exploration and exploitation licences), applicable regulation, tariff-setting procedures, and sanctioning proceedings. Clients can rely on us to navigate the complexities of public law and deliver effective, strategic solutions.

TMT (Telecommunications, Media, and Technology):

Our team has an in-depth understanding of the telecommunications sector, having participated in the most significant consultancy projects since the liberalisation of the market in the 1990s. Since then, we have advised both incumbents and new entrants in the telecoms industry, guiding them through regulatory frameworks, licensing, permits, tariff-setting, and other administrative proceedings. We also provide strategic input on draft legislation and assist clients in securing concessions, authorisations, and licences for telecommunications services, as well as advising on transfers of concessions and spectrum rights assignments.
