ICTLC was established by Paolo Balboni and Luca Bolognini, who have successfully assembled a network of trusted, highly-skilled lawyers and cyber security advisors specialized in the fields of Information and Communication Technology, Privacy, Data Protection/Security and Intellectual Property.

Main Areas of Practice:

Our advisory services cover personal data protection (including roles as external Data Protection Officers), IT and systems integration contracts, eHealth, eCommerce, direct marketing, online advertising, cloud and edge computing, digital content, and platform liability.   • Emerging Technologies & AI: Advising on artificial intelligence, robotics, robotic process automation (RPA), next-generation IoT, connected vehicles, blockchain, and distributed ledger technologies. Our team also provides regulatory support on the implementation and compliance strategies under the AI Act, helping clients align innovation with European legal frameworks.
  • Data Strategy: Guiding clients on data monetization, fintech and paytech (PSD2), big data protection, synthetic data, and secondary data use for scientific research. We also offer dedicated advisory services for compliance with the Data Act and Data Governance Act, enabling secure and lawful data sharing and reuse across sectors.
  • Regulatory Compliance: Managing complex GDPR compliance (including multijurisdictional projects), ePrivacy, data protection by design, ethical and data protection impact assessments (EDPIAs), legitimate interest assessments (LIAs), transfer impact assessments (TIAs), and drafting intercompany and joint controller data-sharing agreements. Our services also extend to regulatory developments such as the Digital Markets Act and the European Accessibility Act, supporting clients in adapting their digital services and platforms to new EU obligations.
  • Digital Governance: Supporting the development of legal design strategies, data governance frameworks, digital services regulation, and IT/OT outsourcing contracts with integrated SLA/PLA and privacy benchmarks.
  • Cybersecurity: We deliver integrated legal-cybersecurity advisory services, helping organizations align compliance obligations with technical safeguards. Our expertise includes guidance on risk management and incident response, with strategic advisory on compliance with the NIS2 Directive and the upcoming Cyber Resilience Act, enabling companies to strengthen operational resilience, manage supply chain security, and ensure regulatory alignment across digital infrastructure.

In addition, we assist clients in safeguarding their intellectual property and navigating competition law, with services covering copyright, design rights, patents, unfair competition, media and consumer law, food labelling, and advertising—including claims related to misleading or comparative advertising.
