A.Introduction

Heritage Partners & Associates, Inc., (“HPA”) is a Liberian general practice law firm of dynamic and experienced lawyers with diverse backgrounds and expertise acquired through training and years of professional experience.

HPA currently has four (4) Partners,seven (7) associates, and other part-time lawyers, interns and support staff.

HPA provides a wide range of services that include legal representation, litigation, transactional practice, legal drafting and consultancy. Unlike other firms that focus on litigation, HPA provides clients with a holistic and integrated range of legal services that include not only in-court legal representation, but also serving as able and reliable legal advisors, counsellors and drafters.Presently, our out-of-court practice accounts for more than half of our practice; our corporate and transactional practice extends beyond Liberia to multinationals and non-resident Liberian corporations.

B.CLIENTS

Our clients cut across industries and sectors, and include some of the leading financial institutions, commercial entities, INGOs, government agencies and other institutions.

C.EXPERIENCE

The experience of HPA relative vast, and represented by a unique combination of what the Firm has done and is currently doing as an entity as well aswhat has been done by one or more of its partners and associates.

Besides being a collective body, the range or scope of the experience of individual associates and partners of HPA is quite extensive. The Senior Partner has over twenty-three (23) years of extensive legal practice in Liberia. He also served as the lead or sole drafter of about ten (10) legislations, most of which are now laws. He also drafted many regulations for public sector bodies, conducted high level reviews and drafted amendments to some laws.

The other four (4) partners of the Firm each has between eight (10) and eleven (15) years of legal practice both in the public and private sectors, and have among their achievements consultancies in various forest-law related issues, successful litigation of major civil and criminal cases for key government institutions and private sector firms, experience in drafting of by-laws, guidelines, regulations, and procedures for both public and private sector institutions.They are quite versed in providing transactional legal services, including capacity and enforceability opinions, due diligence, structuring, documenting and negotiating legal contracts of all kinds

The firm has also much experience in providing legal drafting, advisory and other consultancy services relating to the forestry sector.In addition to the extension experience in the forestry sector, HPA also has sector and subject matter experience regarding the following:

1.Legislative Drafting:HPA drafted the Land Rights Act of 2018 and (i) supported the Liberia Land Authority to hold and facilitate validation workshops, and (ii) explained provisions of the earlier draft of the Act during legislative hearings prior to its passage.

2.Natural Resource Governance:HPA has provide and continues to provide legal support to private sector firms, international organizations civil society organizations, government institutions, and communities in matters of natural resource governance, notably with respect to the legal regime relating to forestry, mining,and land governance.

3.Transactions Advisory Services:- HPA has served as legal advisors in the structuring, documentation, negotiations, and execution of various transactions in the mining, oil and gas, energy, and financial sector.

4.General Legal Advice, Representation, and Advisory Services: HPA represents some of the leading local and multinational corporations operating in Liberia as well as international NGOs, local trading houses, and financial institutions.

The combined experience of HPA in providing legal advice, consultancy, litigating and representing institutions and individuals on issues of law, including corporate, real estate, labor, tax and non-tax, forestry or administrative matters span over fifty (50) years, and extends to nearly every aspect of lawyering, including effective drafting, extensive subject-matter expertise, in-depth knowledge of Liberian laws, practices and institutions, and a good knowledge of local realities and practices.

Further, HPA’s demonstrated experience in consultancy and transactional work, litigation and handling of cases at all levels of the Liberian judicial system is co-extensive with its core business, as a legal service provider.
