Ms. Wu Qing specializes in environmental law and has extensive experience in environmental legislation, environmental litigation, and environmental compliance audit projects.
Ms. Wu is appointed as a legal advisor by the Ministry of Ecology and Environment of the People’s Republic of China (“MEE”), an external supervisor by the Supreme People’s Court (“SPC”), an expert advisor on judicial trials of the Environment and Resources Division in the Supreme People’s Court, and a Research Fellow of the Research Centre of Environment and Resources Adjudication in the Supreme People’s Court. Ms. Wu is also a Vice Director of Environmental Supervision Research Division of Chinese Society For Environmental Sciences, an expert of the ecological consulting group of the United Front Work Department of CPC Central Committee, and the lead expert of the assessment of the environmental law enforcement training throughout China. In addition, Ms. Wu served as a national delegate of the 12th National People’s Congress.
Ms. Wu contributed to the drafting and enactment of various major Chinese environmental laws, such as the Environmental Protection Law, Atmospheric Pollution Prevention and Control Law, Water Pollution Prevention and Control Law, Soil Pollution Prevention and Control Law, Environmental Impact Assessment Law, Environmental Protection Tax Law. She also participated in the development of the Regulation on Pollutant Discharge Permitting Administration and the Judicial Interpretation of the Supreme People's Court on Mining Rights. She also serves as a legislation expert in several provinces and cities.
For four consecutive years, Ms. Wu has led the KWM environmental law team to provide expert reviews in the assessment of the environmental law enforcement training throughout China organized by the MEE, and has built deep comprehension of environmental law enforcement in China.
Ms. Wu provides a wide range of environment-related services for many multinationals, state-owned giants, and listed companies, which include environmental compliance audit, hearings and administrative reconsideration on environmental administrative penalties, administrative litigation, environmental criminal cases, environmental public interest litigation, ecological and environmental damage compensation negotiation and litigation, etc. She has profound experience in handling critical and complex environmental non-contentious and litigation cases.
